NYPD pioneers new dirty bomb detection system (AP)

NEW YORK ? The New York Police Department is testing ground-breaking counterterror technology expected to dramatically increase its ability to detect and thwart a potential radiation attack, officials said Thursday.

The technology will allow a command center in lower Manhattan to monitor 2,000 mobile radiation detectors carried by officers each day around the city. The detectors will send a wireless, real-time alert if there's a reading signaling a dirty bomb threat.

The system already is being tested under the watch of federal authorities in hopes it can be perfected and used elsewhere.

"This is the first and only place you'll see it," said Jessica Tisch, an NYPD counterterrorism official. "It's been tested in the field. It works, and we're hoping to get (the wireless detectors) deployed in a few months."

A dirty bomb ? intended to spread panic by using a small explosive to create a radioactive cloud in urban settings ? has never been discovered or detonated in a U.S. terror plot. But law enforcement considers dirty bombs a serious threat because they're easy to build and because of intelligence that foreign terrorists want to use them against American cities.

The radiation detection system is being developed as part of a $200 million lower Manhattan security initiative. Police say the overall plan was inspired by the so-called "ring of steel" encircling the business district in London but is broader in scope and sophistication.

The initiative will rely largely on 3,000 closed-circuit security cameras carpeting the roughly 1.7 square miles south of Canal Street, the subway system and parts of midtown Manhattan. So far, about 1,800 cameras are up and running, with the rest expected to come on line by the end of the year.

In 2008, police began monitoring live feeds from the cameras round-the-clock at a high-tech command center in lower Manhattan, home to Wall Street, the new development at ground zero, and other sites needing heightened protection.

"We're talking about some of the most significant targets anywhere in the world," Police Commissioner Raymond Kelly said Thursday.

The NYPD is using a single, high-bandwidth fiber optic network to connect all its cameras to a central computer system. It's also pioneering "video analytic" computer software designed to detect threats, like unattended bags, and retrieve stored images based on descriptions of terror or other criminal suspects.

Mexico: 2 US citizens killed in prison fight (AP)

EL PASO, Texas ? Two U.S. citizens were killed during a prison fight that left 17 inmates dead and many others wounded in a municipal prison in Ciudad Juarez, across the border from El Paso, Texas.

Hector Conde, spokesman for the Cereso municipal prison, identified the dead U.S citizens as Nicolas Frias Salas, 35, a former Los Angeles resident who was in prison for homicide and unlawful possession of weapons and Luis Adrian Estrada Perez, 28, formerly of El Paso, who was serving a term for kidnapping.

Both were living in Juarez when they were sent to prison, Conde said.

Mexican authorities told the U.S. consulate in Juarez about the deaths, but it couldn't confirm the men were U.S. citizens until relatives identified the corpses, consulate spokeswoman Olga Bashbush said. The consulate has located one man's family so far and expects to release his name in the coming days, she said.

A video released by prison authorities shows how two hooded inmates got keys to different doors of the facility, opened one to release other armed inmates and then opened the door of a room where the victims were being held and shot them with automatic weapons. The attack took less than a minute.

State prosecutors in northern Chihuahua are investigating reports that inmates brought four women into the prison before the shootings and were holding a party despite prison regulations against it.

After the inmates were killed, municipal police chief Julian Leyzaola's bulletproof car was sprayed with bullets by federal policemen who had arrived at the prison moments before.

The police chief was not hurt in the shooting that a Public Safety Department statement attributed to the former Mexican Army lieutenant colonel refusing to stop at a checkpoint set up by federal police.

"For this reason, his vehicle was fired upon to make it stop," the statement said.

Known for his hard-line approach to combatting crime, Leyzaola is credited for pacifying Tijuana. He took over the job in March and promised that Juarez would be much calmer by the end of 2011. So far, there has been a 22 percent reduction in the number of murders Juarez compared to the same period last year.

It's not clear whether the drop in violence is a result of the arrival of federal police in 2010, Leyzaola's purging of the municipal police or an alleged partial truce between drug cartels.

The incident marks yet another low point in the tense relations between municipal and federal forces. In January, Juarez's mayor Hector Murguia survived a shooting between his security detail and federal police.

Mexican media reported that Murguia announced just Monday that federal police chief Facundo Rosas Rosas told him his forces would start pulling out in September.

However, the federal Interior Department issued a statement late Wednesday, saying "federal forces will not abandon Ciudad Juarez" and "federal forces ... will adjust their presence with the aim of supporting the state government in promoting greater public safety."

Maybe black holes don't really exist

On March 28, 2011, the Swift Burst Alert Telescope detected a gamma-ray event that, in contrast with any previously observed gamma-ray burst, remained bright and highly variable for 48 hours. The gamma-ray emission was accompanied by bright x-ray emission that continued for two weeks. Astrophysicists attributed this event to the tidal disruption of a star by a black hole in the center of a distant galaxy. I would argue, however, that it would have been more accurate to describe this event as the tidal disruption of a star by a compact object. This distinction is important because the black-hole model has serious problems. The March event lends support to a heretical idea: that black holes do not exist.

The brightness of the gamma-ray and x-ray emissions suggests they are coming from a jet of charged particles moving at nearly the speed of light, but there is no obvious reason why the tidal disruption of star by a black hole should give rise to such a jet. In fact, the astrophysical community has been struggling to explain the observed ubiquity of jets. A leading idea is that, in the presence of a external magnetic field, electromagnetic energy is extracted from a rotating black hole and used to accelerate charged particles. The source of the field could be the disk of material swirling around the black hole. Yet disks do not generate fields that are strong enough to produce well-collimated beams of charged particles.

More deeply, there are fundamental reasons why no compact object can be a black hole. The problem is that solutions of Einstein?s general-relativity equations that contain event horizons are inconsistent with quantum mechanics. For example, these spacetimes do not possess a universal time, which is required for quantum mechanics to make sense. Astrophysicists came to accept the idea of black hole because the gravitational collapse of sufficiently large masses cannot be stopped by ordinary means. But Pawel Mazur and I realized some time ago that quantum gravitational effects modify the collapse process.

Ordinary matter will be converted into vacuum energy when it is compacted to the point where general relativity predicts that an event horizon would begin to form. In contrast with ordinary mass-energy, vacuum energy is gravitationally repulsive, so it would act to stop the collapse and stabilize the object. At the surface of such objects, there is a transition layer between the large vacuum energy of the interior and the very small cosmological vacuum energy. In 2000 my colleagues and I suggested that this transition layer represents a continuous quantum phase transition of the vacuum. In 2003 George Musser wrote in Scientific American about the concept and suggested the name "crystal stars". But I prefer the name "dark energy stars".

Low-energy particles entering a dark energy star do not disappear, but follow a curved trajectory and emerge from the surface in much the same way that light does in a defocussing lens. On the other hand, the surface is opaque to elementary particles having energies exceeding a certain threshold. This is a result of the fact that near to a continuous phase transition, there are large fluctuations in the energy density, which in the case of a dark energy star means in the vicinity of the surface. Because the quarks inside protons and neutrons have energies exceeding the threshold for opaqueness, protons and neutrons falling onto the surface of a dark energy star will decay into positrons, electrons, and gamma-rays. In fact, one can make use of quantum chromodynamics (QCD) to predict the energy spectrum of these decay products [4]. The result is that for both the leptons and gamma-rays the spectrum extends up to energies of several MeV. Thus the model predictes that matter falling onto the surface of a dark energy star will result in the production of high-speed electrons and positrons and gamma-rays. The March 28 Swift event is perhaps the clearest evidence to date of this process.

Dark energy stars can readily explain jets. Their angular momentum is carried by spacetime vortices concentrated near the axis of rotation (arXiv.org/abs/gr-qc/0407033). As a result an external magnetic field will be wrapped around this vortex core in a barber-pole pattern. Injecting nucleon decay electrons and positrons into a rotating dark energy star will result in a highly collimated lepton jet. Such a jet has a structure very similar to that seen in the jets emerging from the centers of many distant galaxies. What is unique about the March 28 Swift event is that we can see for the first time that the formation of this kind of jet is completely in accordance with what would be expected in a dark energy star.

We arrive at the following picture. When matter from a nearby star hits the surface of a dark energy star, it is instantaneously converted into gamma-rays, electrons and positrons, the majority of which have energies in the 100 keV to few MeV range. It takes about a minute for these particles to fill the interior of the compact object and form a jet. Because the gamma-rays can scatter off the magnetically guided positrons and electrons, a burst of gamma-rays directed along the axis of rotation will initially accompany the jet. After the supply of gamma-rays is exhausted, a beamed emission of x-rays will persist as long as the supply of electrons and positrons lasts.

I doubt that this event alone will dislodge black holes as the astrophysical community?s standard model for compact objects. On the other hand, the unique properties of the March 28 event, together with other ways that the dark energy star theory might be tested in the near future, such as direct millimeter VLBI observations of the massive compact objects at the center of own and nearby galaxies, may soon allow the astrophysical community to see that black holes are really crystal stars.

Rosanna M. Fiske, APR, is chair and chief executive officer of the Public Relations Society of America (PRSA). She is also director of the Global Strategic Communications master's program in the School of Journalism and Mass Communication at Florida International University.

Businesses communicate a lot of things. Many love to boast when their revenues soar, or publicize the strategic restructuring of their organizational response committees (whatever that means). But often missing from a firm's communications is something absolutely fundamental to its operations: its values.

If a company doesn't take the time and effort to communicate its values in a meaningful way, then it's like the old tree-falling-in-the-forest clich?: It makes a big splash, but no one is around to appreciate its impact.

I was reminded of this while reading David Rock's "The Business of Values" here on HBR.org. Rock outlines three common approaches to how business schools teach corporate values: values as ethics; identifying a set of universal values; and the recognition of values. He concludes, resolutely, that it "may be time to take the whole business of values, and the values of our businesses, a lot more seriously."

Recent high-profile scandals and crises have made it clear that many businesses do not properly or openly communicate their values. That has direct and indirect effects on the economy, which is made all the worse by rising fears of a double-dip recession and angst over the state of global markets.

Just look at how The News of the World phone-hacking scandal has exposed News Corp. to accusations over the company's values and the efficacy of its leadership. Had the company more openly communicated what it stands for and the moral compass its employees follow, it likely would not have been vilified so thoroughly in the press. Despite numerous protestations from Rupert Murdoch and his top lieutenants that the company's values align perfectly with the public's best interests, the damage has been done. The public is left questioning what, if anything, does this company stand for?

Even NewsCorp. purports to have values, but like many other companies it fails to effectively communicate them to the outside world. Having strong corporate values is admirable, but values without proactive employee communication of their importance might as well not exist. A firm might host a company-wide meeting to reaffirm the employee-engagement program or to deliver the annual report, but how often have you seen that effort start with a bang and quickly fizzle out as people move on with their day-to-day tasks? Employee communications has never been a more important component of a CEO's management toolbox, and we must educate our employees on how to effectively communicate values and make them resonate.

What else can businesses do to better communicate their values? A few key ideas to keep in mind:

Ask employees what is important to them. Seek their input on how well the company's work, and in turn, its employees, reflect their value system. Remember that generalized concepts ? even oft-used words found in mission statements like "integrity" and "commitment" ? have different meanings to people from different cultures and backgrounds.

Establish core values across the company, not just within management. If management sets values, who would own them? You need buy-in from employees; they have to feel a certain ownership over value creation.

Develop a values communications plan. Employee communications has to be at the forefront of your value-setting agenda; too often, executives fail to proactively seek employee input and buy-in before values are put in place. This leads to antipathy and resentment among those employees who don't feel a company's values align with their personal and professional aspirations.

Live your values. Embrace the corporate values and be mindful of them in every decision you make ? both in good and bad times. Never forget that actions speak louder than words.

Few companies get every component of "the business of values" just right. Value setting is a tough business, often fraught with multiple challenges and divergent agendas. But once those values are set, right or wrong, every CEO would be wise to communicate them and live them as though his business depends on it. Because it just might.

Attorney Interviews ? What Do Hiring Partners Look For in an ...

Whether you just graduated from Law School or an LLM program, or have been practicing law for more than 20 years, there are certain key things that are important for you to keep in mind when searching for a new job. Here are a few tips to help you land and ace your next legal interview:

a. Submit a Stellar Resume: Until the Hiring Partner or Interviewer has had a chance to meet you and be dazzled by your incredible personality, they have to want to interview you. Unless you have been referred as a candidate, presumably the resume will precede your grand entrance. Therefore, make sure the resume is perfect. That includes reviewing the content, performing spell and grammar checks, double-checking the format, and then check it again. If one portion of the resume is justified, then make sure any similar sections are also justified. This will make the resume present well, and will show your attention to detail. Finally, and I cannot stress this enough ? make sure you have a professional email. While there are ways to win over the hiring partner with some witty responses to interview questions, using an unprofessional ?funny? email address is not one of them.

b. Wear a Great Suit: People like to hire people who present well. That does not mean that you have to wear a $2000 suit, but it does mean the suit you are wearing needs to be pressed and clean. The shirt should be crisp and the tie should match the suit. Beyond the suit, it is important that you are well-groomed. This means shave or trim your beard, keep your hair short, pop a breath mint before you enter, and shine your shoes. Also, I ALWAYS recommend wearing a nice watch (studies have shown that it has the underlying effect of showing you value being on time).

c. Practice your interview responses: Sure, you dont want to sound like a robot, but you dont want to sound like an idiot either. Practice your answers to general questions in front of the mirror. This way, you can flush out your responses, and you will be able to determine whether the statement you have practiced in your head sounds as good when you use it in response to a specific question.

d. Follow-up: Within 1 business day of the interview, send a simple email or thank you letter. It is professional and will show that either you are very interested in the position ? or at least know what the proper protocol is after an interview, and that will impress upon the hiring partner.

Egypt's revolution not just about tweeting: bloggers (AFP)

CAIRO (AFP) ? Six months after they launched a revolution that ousted the regime, Egyptian bloggers have acknowledged that it takes more than a Facebook page on the Internet to overthrow a dictator.

"The Internet played a key role but it was not the only tool. The revolution really belongs to the people," said Wael Abbas, a veteran Egyptian blogger who has been posting his thoughts in cyberspace since 2004.

The 18-day revolution that brought an end to the 30-year rule of president Hosni Mubarak and his regime was largely played on the street, but bloggers do not underestimate the importance of Facebook and Twitter.

"The Internet helped to speed up things," said Hossam al-Hamalawy, who is known in cyberspace by the nickname "3arabawy" or the Arab.

"But the revolution would have taken place without it," he said.

It is true that bloggers used the Internet to mobilise thousands of people, but Egypt's was not only a "Facebook Revolution" or a "Twitter Revolution," bloggers like Hamalawy say.

Millions who have no Internet access nevertheless swarmed the streets of Cairo, Alexandria and other Egyptian cities to vent their rage through rallies and strikes.

"For days the Internet was cut off and yet the revolution did not stop," said Rami Rauf, a 24-year-old blogger, of the Mubarak regime cutting access to the Internet and mobile phone connections.

On January 25, following in the footsteps of the revolution in Tunisia that overthrew an autocratic regime, bloggers in Egypt turned to social networks to mobilise thousands of people.

The venue was Tahrir (Liberation) Square in central Cairo.

Thousands of pro-democracy protesters swarmed the square around the clock for 18 consecutive days until they shook the Mubarak regime so hard they forced it into submission.

One of those who administered a Facebook page that helped spark the uprising against Mubarak was Wael Ghonim, a Google executive who became a national hero after he was arrested by the former regime's security forces.

The 30-year-old gave an emotional television interview shortly after he was released from 12 days in police custody that is credited with re-energising the protest movement just as it appeared to be losing steam.

Opposition groups including the Muslim Brotherhood, banned during Mubarak's reign, joined the bandwagon of the uprising after monitoring streams of Twitter messages.

But Hamalawy is adamant that "it takes more to oust a dictator than a Facebook page."

"One must explain the profound reasons behind the revolution," he said.

The 18 days of popular street protests that unseated Mubarak have their roots well planted in a movement called "Kefaya" ("enough" in Arabic) which emerged in 2004.

Kefaya launched the first protests, bloggers say.

And they insist that Egypt's prominent bloggers, those whose words served as the motor that led to change, were militants on the ground striving for democracy even before they turned their focus to technology.

"The strength of Egyptian bloggers lies in the fact that we have one foot in cyberspace and the other on the ground," said Hamalawy.

Under Mubarak's rule the media was controlled by the government.

The Internet proved a "tool for freedom," Rauf said.

By the end of 2010, days before the Arab Spring began to bloom, Egypt had 23 million regular Internet users out of a population of 85 million.

After the demise of the Mubarak regime, "it is no longer necessary as before to turn to the Internet," says Amr Gharbeya.

"Now we can count on the strength of the street" and the power of the people to protest and make their voices heard, said the 32-year-old.

But as the transition from Mubarak's regime to full democracy inches its way forward, with the country now ruled by an interim military council, bloggers say they are more determined than ever to "inform" their fellow Egyptians.

The country is hoping for legislative and presidential polls later this year, and organisers of the revolt are demanding that the current rulers on the Supreme Council of the Armed Forces push harder to punish Mubarak and his cronies.

Many ex-regime cabinet ministers are facing trial and the country is holding its breath for August 3, when Mubarak, 83, and his two sons Alaa and Gamal are due to go on trial on murder and corruption charges.

The media "is still controlled by businessmen or people from the old regime," said Abbas.

"The Internet is still a useful tool to spread messages."

How A Creation Box Can Work For You | Self improvement tips

Bring to mind a time when you decided that you wanted something in your life; a vacation, a special book, or a household item. Did you notice that things relating to what you were wanting appeared out of nowhere?either you overheard someone talking about it, noticed an advertisement, a billboard or even junk mail? This, my friends, is the power of the Law of Attraction at work. The Law of Attraction states that all forms of matter and energy are attracted to that which is of a like vibration. ?Like attracts like.? The thoughts we hold attract similar thoughts and become large masses of thoughts. These thoughts are also called vibrations.

I have been following the teaching of Abraham-Hicks, (one of the teachers of The Law of Attraction) for many years, and have adopted many of the suggestions offered from their work. Here is Abraham?s explanation of vibration.

If you?re wondering what you are vibrating, observe your life. It?s a perfect match. What you are living is what you are vibrating, without exception. So, if you?ve got something that you don?t want, identify what it is within your vibration that is giving it to you. The Law of Attraction is powerful, and whatever you are vibrating, the Universe will match.

One of the powerful tools I use from the Abraham teachings is the Creation Box. A Creation Box is simply a box or container where you store symbols, pictures, or descriptions, of your desires. Your Creation Box can be any size, shape, or colour?it is for you to enjoy and have fun with. A Creation Box helps you purify your vibration; in other words, you become more focused on the desire you put in it. Fill your Creation Box with pictures you tear out of magazines, sketches, doodles, or special notes that describe what you want. As you begin to play with your Creation Box, you will be knocked over by the speed and efficiency with which the Law of Attraction responds to the desires you have placed in

your box.

Whatever you are focusing on, be it real or imagined, causes you to vibrate?and that vibration is what the Law of Attraction accepts as your point of attraction. The Law of Attraction does not know or care why you are vibrating?it only responds to your vibration. You get more of what you want and you get more of what you don?t want. The Creation Box process helps you to think, feel, and vibrate MORE of what you desire. I?ve been using a Creation Box since 1995, placing into it things that I want while remembering that the key here is not to become attached to how it will come to me.

Recently, a friend of mine noticed my Creation Box in my home and was curious about its purpose and contents. After explaining its purpose, I opened it up to share some of the special things I wanted to manifest. To my delight, I realized that a number of magazine clippings and notes of things I had desired had already come to me!

I hosted a Creation Box building party at my home and each of us created a special box for our dreams and desires. I invite you to prepare your special Creation Box with your friends and family, and watch your desires come to you in ways you couldn?t have imagined.

Volvo profit up, sales back to pre-crisis levels (AP)

STOCKHOLM ? Truck maker Volvo AB's second-quarter profit surged 63 percent as sales returned to levels last seen before the financial crisis, the Swedish company said Friday.

Net income rose to 5.12 billion kronor ($802 million), up from 3.15 billion kronor in the same quarter last year.

Volvo's sales increased 15 percent to 79 billion kronor, from 68.8 billion kronor in the second quarter of 2010.

"Sales are now at the same level as before the financial crisis that struck the world a few years ago, with a profitability that is now at its highest level so far, both in terms of operating margin and return on shareholders' equity," CEO Leif Johansson said.

Volvo shares rose 4 percent to 106.40 kronor ($16.66) in Stockholm after the report.

The company, which sold its car division in 1999, is one of the world's biggest truck makers, with brands including Volvo, Mack, Renault and UD trucks. The company also makes buses, engines and construction equipment.

Sales in Volvo's truck unit alone rose 20 percent to 50 billion kronor, and the company said it now controls 20 percent of the heavy-duty truck market in the U.S. and 28 percent in Europe.

"In terms of market conditions, we maintain our previous forecasts that the truck market in both Europe and North America will amount to 230,000-240,000 heavy-duty trucks in 2011," Volvo said.

Truck sales were up 31 percent in Europe, boosted by demand in France, Germany and Poland.

In North America, Volvo more than doubled its deliveries to 10,290 trucks. Highway customers are leading the recovery there, while demand for vocational trucks such as garbage trucks is still "well below" normal levels, Volvo said.

Truck deliveries dipped by 9 percent in Asia, as a result of production disturbances for UD Trucks in Japan following the earthquake and tsunami. The disruptions cost Volvo 400 million kronor in operating income, mostly affecting its unit for construction equipment.

Skin care during your older years is not complicated. It will include anti-aging routine that is suitable for your skin?s needs.
Ensuring proper hydration is necessary especially when you?re getting older because skin dryness becomes very common when you get old. A well hydrated skin makes the cells function better. Moisturizing is the best way to battle dehydration. It can be done either internally or externally. Internal moisturizing can be done by drinking at least 1-3 litres of water per day and avoid eating food or drinking beverages that can cause water loss. External moisturizing can be done by using the best moisturiser. You can apply after shower in the morning and in the evening.
Older people need a different skin care than what they were used to when they were younger. Their skin has different needs.
