Ind. students use vouchers to flee public schools
SOUTH BEND, Ind.?? Weeks after Indiana began the nation's broadest school voucher program, thousands of students have transferred from public to private schools, causing a spike in enrollment at some Catholic institutions that were only recently on the brink of closing for lack of pupils.
It's a scenario public school advocates have long feared: Students fleeing local districts in large numbers, taking with them vital tax dollars that often end up at parochial schools. Opponents say the practice violates the separation of church and state.
In at least one district, public school principals have been pleading with parents not to move their children.
"The bottom line from our perspective is, when you cut through all the chaff, nobody can deny that public money is going to be taken from public schools, and they're going to end up in private, mostly religious schools," said Nate Schnellenberger, president of the Indiana State Teachers Association.

Under a law signed in May by Gov. Mitch Daniels, more than 3,200 Indiana students are receiving vouchers to attend private schools. That number is expected to climb significantly in the next two years as awareness of the program increases and limits on the number of applicants are lifted.

Until Indiana started its program, most voucher systems were limited to poor students, those in failing schools or those with special needs. But Indiana's is significantly larger, offering money to students from middle-class homes and solid school districts.
Nearly 70 percent of the vouchers approved statewide are for students opting to attend Catholic schools, according to figures provided to The Associated Press by the five dioceses in Indiana. The majority are in the urban areas of Indianapolis, Fort Wayne, South Bend and Gary, where many public schools have long struggled.
John Elcesser, executive director of the Indiana Non-Public Education Association, said it's not surprising that Catholic schools are receiving so many of the vouchers, even though they make up fewer than half of the 415 schools in the group.
Most Catholic schools already had state accreditation, which some private schools lack. And they are more established and have more space available, he said.
John West, an attorney for a group suing to stop the Indiana program, said during a hearing on the issue that only six of the 240 private schools that have signed up for the voucher program are secular.
Our Lady of Hungary Catholic School in South Bend is among those institutions reaping the benefits of the vouchers. Just two years ago, it was threatened with closure by the Diocese of Fort Wayne-South Bend. At the time, the bishop said several other schools were at risk of closing, too.
Now enrollment at Our Lady of Hungary has jumped nearly 60 percent over last year, largely because of an influx of voucher students. The halls are bustling more than they have in years.
"This has exceeded all crazy expectations," Principal Melissa Jay said.
At its height in 1953, the school had 702 students. But that number had fallen to 135 last year. It now has 213 students.
Video: High-tech classrooms create issues for someThe enrollment boom has forced the school to hire three more teachers. It's also allowed all but the seventh and eighth grades to be separated into single classes. In years past, the school has combined grade levels because of low enrollment.
Other states that have introduced voucher programs also have seen booms in parochial school enrollment.
In Ohio, where children from low-performing public schools can use vouchers to attend private schools, about 70 percent of students receiving vouchers have used them to attend Catholic schools, said Chad Aldis, executive director of School Choice Ohio.
That demand comes at a price to public schools, which say the voucher program siphons off money they need.
The South Bend district expects to lose $1.3 million in funding if all the students who have signed up for vouchers leave.
Interim Superintendent Carole Schmidt instructed principals to contact parents of students who are leaving to find out why and make a last pitch for them to stay.
Rita Baxter of South Bend said she won't be dissuaded from sending her 14-year-old daughter to the private Marian High School in Mishawaka.
The Baxters' 16-year-old son attends a public high school in South Bend, and his parents are pleased with his education. But they think Marian is a better fit for their daughter.
Baxter and her husband planned to pay their daughter's tuition to Marian on their own until he was diagnosed with esophageal cancer two years ago. His illness devastated their finances and made it impossible for him to continue working as a vice president for the Silver Hawks minor league baseball team. He is still recovering and can't work full time.
At first, they assumed Sara would have to forget about Marian. Then they heard about the voucher program.
"We're hoping that my husband makes a full recovery and goes back to work, and we can go back to just being normal and let somebody else have the voucher," Baxter said.

Healthcare Prof:Research led by Dr. Melinda Sothern, Professor of Public Health and Jim Finks Endowed Chair in Health Promotion at LSU Health Sciences Center New Orleans, has found that obese 7-9-year-old children had nearly three times the liver fat and almost double the belly fat of their nonobese counterparts and that insulin resistance was more than double and insulin sensitivity less than half respectively. The study is the first to use a combination of advanced measurements in healthy obese and nonobese children in this age group prior to entering puberty. The findings are detailed in the journal, Obesity, online August 25, 2011.
?The amount of body fat as well as its location, particularly in the liver, appears to play a critical role in disease development,? notes LSUHSC?s Dr. Melinda Sothern. ?The substantial variation in biomarkers we observed in these young children suggests that obesity in this age group may disrupt normal metabolism, impairing glucose tolerance and increasing the risk for Type 2 diabetes later in life.?
The researchers studied 123 children, ages 7-9, recruited from southeast Louisiana. By BMI z-score thresholds, 23.6% of the children were obese. Although a clear definition for the metabolic syndrome in children and adolescents has not yet been established, by one set of proposed criteria, 16% of participants met the definition, and 8% met the criteria by another definition.
?Our data confirm that healthy obese young children may already be predisposed to the development of metabolic disease as has been demonstrated in adult populations,? said Dr. Sothern. ?Our findings highlight the importance of interventions to prevent and manage obesity very early in life and suggest this is a possible means of reducing metabolic disease risk and combating the increasing prevalence of Type 2 diabetes.?
Over the past 30 years, the prevalence of obesity has increased considerably. Although a recent national report indicates a leveling off of this trend, a significant portion of the pediatric population remains obese and at risk for developing metabolic diseases, particularly those related to carbohydrate metabolism. Some regions, especially areas with traditionally higher obesity prevalence rates, however, may not mirror national estimates.
The research team also included Drs. Julia Volaufova, William Cefalu, Stuart Chalew, Stewart Gordon, and Arlette Soros as well as Brian Bennett at LSU Health Sciences Center; Drs. Eric Ravussin, and Steve Smith at LSU?s Pennington Biomedical Research Center, as well as Dr. Enette Larson-Meyer at the University of Wyoming; Dr. Bradley Newcomer at the University of Alabama at Birmingham; and Dr. Michael Goran at the University of Southern California.
The research was supported by grants from the National Institutes of Health?s Eunice Kennedy Shriver National Institute of Child Health and Human Development and National Institute of Diabetes and Digestive and Kidney Disorders.

A domestic relationship refers to a marriage, dating relationship, parent-child relationship, sibling relationship or friendship. There are situations where the complainant will go back on their accusation once they have calmed down from the situation and regret having called the police. However, once the accusation is made to the authorities criminal allegations take their natural course.
There have been many cases where the accused has been released on bail and continues to commit serious offences against the complainant. When the accused carries out further offences the case is taken back to court. The court will often create a release order that makes it nearly impossible for the accused to gain any kind of access to the complainant.
If an individual is charged with domestic assault they should seek guidance from a domestic assault lawyer who will advise the individual how to proceed. Domestic assault cases can be tricky because there are often a lot of ?he said-she said? scenarios, and the allegations can be hard to prove, especially if there are no witnesses. A domestic assault lawyer will work hard to get the least restrictive bail for their client, so that they can continue on with their life as normal as possible. Strauss-Kahn to visit IMF headquarters next week (Reuters)
WASHINGTON (Reuters) ? Dominique Strauss-Khan plans to visit the International Monetary Fund he once headed next week, days after sexual assault charges against him were dropped, an IMF spokesman said on Thursday.
"Like any former managing director of the IMF, Mr Strauss-Kahn will be welcomed to the fund," spokesman David Hawley told reporters. "I understand he intends to make a personal visit to headquarters."
Strauss-Kahn led the IMF as managing director for four years and resigned on May 18, four days after his shock arrest in New York for criminal sexual assault and attempted rape involving a hotel maid.
In a dramatic development this week, prosecutors asked the charges against him be dismissed after they lost faith in the credibility of his accuser. Strauss-Kahn had been expected to be voted France's next president in the 2012 election.
The maid, Nafissatou Diallo, is pursuing a civil case against Strauss-Kahn and an inquiry is underway in France over allegation he tried to sexually assault writer Tristane Banon in 2003.
There was mixed reaction at the IMF to his planned visit.
"I'm shocked that he would come here after all that has happened," said on IMF employee, who asked not to be identified because he was not authorized to talk.
Another IMF employee, asked about the visit, said: "I feel sorry for him."
Strauss-Kahn has been succeeded as IMF director by another French politician, Christine Lagarde, who was France's finance minister, after a hotly contested race in which developing countries challenged Europe's traditional hold on the IMF top job.
In a letter to IMF staff in May to explain his resignation, Strauss-Kahn described the events around his arrest "a personal nightmare."
"I deny in the strongest possible terms the allegations which I now face; I am confident that the truth will come out and I will be exonerated," he added.

ZURICH - FIFA has suspended five members of North Korea's Women's World Cup team who tested positive for prohibited substances and banned them from the 2015 tournament.
FIFA says Thursday that Jong Pok Sim, Hong Myong Hui, Ho Un Byol and Ri Un Hyang have been suspended from all soccer-related activity for 18 months, while Song Jong Sun is ineligible for 14 months.
North Korea's soccer federation also has been fined $400,000, while team doctor Nam Jong Ae has been banned for six years. FIFA didn't identify the substances.
Defenders Song and Jong failed drugs tests before North Korea's World Cup game against Colombia. FIFA then tested the entire team.
Colombia's Yineth Varon also received a two-year ban for doping.
